How do I teach a pony/horse to lunge.?

Normally I know how to do this. My problem with these 2 (a yearling filly and a 4 yr old shetland pony) is that they keep trying to move in towards me, especially the pony. I continually send them out and they just keep coming back, no matter how many times I do it. Suggestions?
