How can I get my teeth fixed without insurance?

I went to the dentist today, and he said I needed to have my canines "pulled down" because they are impacted and will not erupt on their own. I had my baby teeth removed a year ago. The problem is that my insurance will not pay for an orthodontist. I need to know where I can go that will accept anybody or will do it for free. My dentist mentioned a program that the University of Minnesota offers that may do it for free, but I don't know what that program is. So if anyone has information on how I can have this done, or on that program, I would appreciate it.
